Can cram schools assign foreign language teachers to teach at kindergarten or pre-school?

The Ministry of Education and the Child Welfare Bureau, Ministry of the Interior have homologated that it is illegal for cram schools to subcontract a foreign language teacher to teach foreign language in kindergartens or pre-schools. The employer will violate the Employment Service Act if conduct such behavior. A cram school can however sign a subcontract with individuals or organizations (not including cram schools, kindergartens, pre-schools and school) and assign the foreign language teachers employed to teach for the aforementioned individuals or organizations.
