Foreign nationals who have obtained a bachelor’s degree or higher from one of the top 200 universities in the world over the past 5 years, as announced by the Ministry of Education, can apply directly to the ministry for permission to engage in professional work in Taiwan. In accordance with the provisions of Subparagraph 4, Article 4 of the Act for the Recruitment and Employment of Foreign Professionals, professional work refers to the following:

1. Work specified in Subparagraphs 1 to 3, 5 and 6, Paragraph 1, Article 46 of the Employment Service Act.

2. Work specified in Subparagraphs 1 and 3, Paragraph 1, Article 48 of the Employment Service Act.

3. Full-time foreign-language teachers at short-term cram schools registered under the Supplementary and Continuing Education Act (hereinafter “short-term cram schools”), or teachers at such schools with specialized knowledge or skills as designated by the competent central authority for the target industry in consultation with the Ministry of Education.

4. Teachers of non–foreign-language subjects on special programs approved by the Ministry of Education for the children of foreign professionals, foreign special professionals, and foreign senior professionals; as well as teachers hired by public or private senior high schools and below for bilingual education to teach languages or non-language arts, skills, activities, and related fields or subjects, according to their expertise, and to assist with related teaching, teacher workshops and training.

5. Work involving subject instruction, foreign-language course teaching, teacher training, curriculum development, and activity promotion, as prescribed by the Enforcement Act for School-based Experimental Education, the Act Governing the Commissioning of the Operation of Public Schools at Senior High School Level or Below to the Private Sector for Experimental Education, and the Enforcement Act for Non-school-based Experimental Education at Senior High School Level or Below.
